Another symbol of the breakdown of western civilization arrives in the guise of the second coming of the proverbial Barbary pirates. But these ain't Johnny Depp-like pirates of the Carribean. More like modern terrorists, they efficiently mimic the actions of the States which oppose them by seizing wealth and holding it hostage until the bounty arrives.
Pirate bands, after all, are simply less formally organized gangs of bandits, of which States are the "official" variety therein.
